I didn't address that issue in proposal 145, as it flat out didn't occur to me. As the proposal stands, I'd say that there's nothing (other than the practical fact that you can only build buildings in a limited area per turn) to prevent people from spending more Monopoly money than they have.
I'd suspect that a future proposal will probably be able to plug this "hole" (if it's desirable to do so) long before anyone is *able* to spend enough Monopoly money for this to be much of an issue. As it stands with the current board, the highest plastic house purchase price possible under this proposal is $100 + (4 x 73) = 392 Monopoly Dollars.
Also, there *is* a penalty specified for having a negative Monopoly Money balance: you move at one-half speed.
the more I think about it, the more I *like* having the option of going "in Monopoly hock" as a strategic move, trading movement speed for potential additional income.
