So they just don't leave the top rule set. Assuming that rule set is one of the sorcery realm rule sets, it would be trivial to create a new rule in the conspiratorial rule set to allow its members to cast any spell they want, and to quintuple their M.E. gain while they're at it, so the only reason to leave that realm would be to check on the other rule sets and proposals.
And it's probably possible to get around that as well; I'm currently imagining a rule requiring the Admin to record himself reading the other rule sets and send a copy of the recording to the conspirators, thereby circumventing the "may not view" restriction.
