Kinda. If square #1 can't be destroyed, then anything we put there is also safe from being destroyed, which is a nice perk for whoever manages to get a store there first.
I would rather just see the problematic rules fixed. As long as square #1 doesn't exist, I think we're unlikely to create any new rules that have this problem.
