I think the exception handling should be the responsibility of whoever makes a proposal that could cause an exception. So if the person who made Proposal 80 didn't think of the square being destroyed, then tough luck, the rule now has no effect. It did get accepted earlier, so it could just be reproposed with a different square and it would probably be accepted again.
Perhaps the fundamental problem to address here is the ease in which any player can instantly destroy any square (and sibling) of his choice.
