Proposal #73 - Revised version of #69, plus a few other things
I've bumped up the required mana for Barbarians to 4x normal, so they can cast their spell of return, but it takes them twice as long to save up the mana to do so as it does for "normal" folks.
I've fixed the bugs people discovered after #62 was implemented by making sure there is always a clearly-defined movement direction, even if it has to be randomly selected.
I've also made a few changes to the proposal and voting process, to allow up to three days shorter voting periods, at a penalty of requiring up to three more Yes votes to pass, and up to three days longer voting periods, with a compensating bonus of up to three votes less required to pass.
I also allow for proposal revisions, in case you want to fix problems discovered while the proposal is already in voting status. It's essentially the same as retracting and making a new proposal, since votes are retracted and time to vote is reset, but it doesn't change the proposal number, or clutter up the proposal list with a bunch of dead proposals for no reason.
Plus, I've left in all the Player vs. Gang Member fighting goodness that everyone seemed to agree was worthwhile. Watch out for muggers!
