Not 3 days. 3 days plus the time it takes the Judge to login, see the request for a ruling, make a ruling, and draft a proposal. Altogether, that could actually be slower. I would be strongly opposed to making normal proposals illegal or even costly, and we could just as easily end up taxing the judicial process as well.
"62 passed and seems to have some defects in it that weren't seen until just after it passed. What about those small mistakes that are overlook-able by most people? Or one discovered late?"
Actually, there were 34 hours between when #62 passed and when the bugs were first pointed out. It's entirely possible that the proposal already would have been passed into Pending status by then anyway. I just don't see the small benefit this is likely to have as being worth the added bureaucracy on all proposals.
