Judiciary: I don't see the need. Currently an illegal action can only be performed through an implementation bug, in which case the Admin will decide whether to revert it. Since the Admin will still have to implement the Judiciary's decisions, all that the added bureaucracy will do is make it take longer to correct such things.
Fine Polishing: As written, this officer can effectively veto a proposal for as long as he stays in office by simply refusing to touch it. Also, allowing him to endlessly polish and revoke the same proposal is unnecessary, especially with all the work it creates for the Admin.
Weights and Balances: Way too much power. The restriction should be something like one value per week, not every value once per week. Also, what happens when he has us rolling 2.2 6-sided dice when we take our turns?
Presidents and Citizenship: This is the only part of the proposal that I actively like. I still have a couple of comments, though. First, "any voluntary action": this should be something that is relatively easy for the Admin to enumerate as a list. As worded, this could include things like "chopping down a tree on a yellow square while holding clogs", so the Admin would probably have to separately implement each tax that got placed. Second, are the Presidents permitted to change and revoke existing taxes? Third, the wording seems to imply that transferring money to the Office of Universal Repair is an all-or-nothing action. Is that intended?
Universal Repair: This could cause the Null Space to be randomly destroyed, which is probably a bug.
