Well, in my original draft, I actually had it where the proposer didn't know yet whether or not any of the proposals had been accepted when choosing which one to let out of Legistatic status, since I thought that would be more interesting. But then that seemed too complicated, so I took it out and ended up with this as a compromise.
I don't like the idea of giving each player a queue of Pending proposals. It would be easy to get it very backed up, and then we'd start getting accepted proposals that are out of sync with the actual rules.
I don't really see what's to dislike about my approach. If you have two proposals, and you want to make sure both will be implemented, then either merge them into one big proposal (risking Jeff's veto) or submit them separately, just as you would do now. If instead you're fishing for warp bubbles or for the secret word, or you just want something to gamble on, then you can submit them together and make a big guessing game out of it.
