My first thought was that 5 realms were too many, but after reading the proposal I see that there are really only 4, so that's good.
It would be nice if realms could be somehow associated with square colors.
In a couple places, you use the phrase "[Player X] is destroyed and sent to the null space". If something is destroyed, then it ceases to exist and can't be sent to the null space. I would interpret this as meaning that the player is eliminated from the game.
The Chaos spells don't seem all that useful. I can't imagine a situation under the current rules where I would want to cast Psychedelic Mayhem. Stunning Lights could make a nice pause while we wait for an emergency proposal to be voted on, but I don't see any other use for it.
The Travel realm seems a lot better than the other realms. Mastery of the Shifting Forest in particular is downright scary. If either board gets forested enough, that spell could be an instant win.
I like how Burning Bolt gets a discount for existing trees. It makes a nice counterbalance to Mastery of the Shifting Forest. It's not clear what would happen if the cost became negative.
Broken Sorcery gives me pause, because it can be used to destroy other player's buildings, some of which are quite expensive to build.
