Re: Proposal #40 - why, again?
The main idea was to allow players to fine-tune their location a little. Since no effects of landing/leaving/passing squares are triggered, players can get slightly closer to the locations they want without having the side effects of normal movement. Of course this is only useful for rules that are utilized by merely occupying a square (such as trees/buildings); rules that require you to land on a square (such as stars/colors) can't be triggered by walking.
I'm not sure why some people think this is so powerful (other than the lap issue; I'm going to resubmit the proposal with a fix for that).
