I'm just going to head straight to the inevitable comparison of Cards and Sorcery. Take this with a grain of salt though, as I'll admit I'm slightly biased being the proposer of Cards.
On one hand, I can clearly see the advantages. Targets are far better than the weird syntax of Cards. And, for example, a card that would summon the Mega-Machine-Monster if and only if you had the Seven Sacred Parts would take up an additional line of text on a Card, and no extra lines in a Spell. A player with 500 ME is almost always going to have something useful to cast, not so with Cards.
On the other, what takes several lines of Effect text of "permanent" spells takes a single line on a Permanent or a Square Card. In case of a "Dash-plate-like" spell, even more text would be required to stop it from breaking the game. And two players, each with 500 ME, with the same material components, cannot cast a spell that the other cannot cast. Perhaps specialized spellbooks, like in MoM?
When I originally thought of the idea of Cards, I pictured them all as Square Cards, the other types came later. It might just be easier to go back to that original vision, and leave Instant effects to the Spells and Permanent effects to Cards. Spells would have all the wacky, potentially game-breaking effects, and special squares, like the Zoo in Nomopoly II would become Cards, so they don't stay in place for the entire game.
