Looks a lot more interesting than cards, which is a similar sort of proposal.
I think you should look into having some sort of casting time requirements in addition to the spell cost, especially for the more grandiose spells. A player with enough ME to cast anything could have a tremendous effect on the game without actually casting anything. Delayed effects would mean that the rest of us can breathe easier since we know we'll get some warning before something big happens. In a card game, this issue would normally be taken care of by a maximum hand size that limits the number of effects a player can have access to, but that doesn't apply here.
I also think there should be a cap on the amount of ME a player can store up, to encourage hoarders to actually cast something once in a while, and to prevent ridiculously high-powered blitzes of spell casting.
